3C-BEACH

Program Overview

The Tri-County Benefits of Electrification for Air Quality, Comfort, and Health (3C-BEACH) project aims to explore and document the many benefits beyond energy savings that come from home electrification and energy efficiency upgrades. By retrofitting single-family homes across San Luis Obispo, Santa Barbara, and Ventura Counties, we seek to improve indoor air quality, enhance thermal comfort, and promote better health for residents.

Program Details

This program focuses on single-family homes in San Luis Obispo, Santa Barbara, and Ventura Counties that meet specific eligibility criteria. Homes will receive retrofit measures designed to replace natural gas equipment with electric alternatives, along with ongoing monitoring of indoor air quality and comfort before and after upgrades.

Our Community Action of Ventura County partners will support you throughout the application and installation process, providing personalized guidance every step of the way.

Benefits of Participating in the Program

Why Join the Program?

This program helps people make their homes healthier, safer, and more comfortable to live in. Families who join agree to have their homes checked for 9 to 12 months before and after they get special upgrades. These upgrades help make the air inside cleaner, keep the temperature steady during hot days, and make cooking safer by using electric appliances instead of gas. 

By joining, families also help with important research that will make homes better for everyone in the future. Plus, they get $500, free upgrades to their home that save energy, and help from the program team all along the way. 

Key Components / Eligibility

  • Homeowners will fill out a form with basic info about your home and family 
  • We check if your home meets the eligibility criteria to join the program and let you know if you’re selected 
  • Homeowners will work with our Community Action of Ventura partners to schedule visits to check your home 
  • All participants will receive guidance and support from our Community Action of Ventura County team throughout the program 
  • Participants will receive a total of $500 for participating in the project with disbursement of $250 when you join and another $250 after the upgrades and monitoring are done at the end of the project 
  • Single-family home in Ventura/Santa Barbara/San Luis Obispo counties (3C-REN territory).  
  • Each unit must have separate electric and gas meters; Home cannot be master-metered.  
  • The customer must receive electric distribution service from PG&E or SCE, and natural gas service from PG&E or SoCalGas.   

 

Homeowner confirms and/or commits to the following:   

  • Accepts the overall ~2-year participation timeline: Commits to ~9–12 months pre-monitoring and ~9–12 months post-monitoring  
  • Home is occupied year-round (not a summer or winter-only home)  
  • There is no intention of selling the house within the testing period  
  • No major equipment replacements or home remodeling planned during the 2-year monitoring period  
  • No smoking inside or within 20 feet of the home  
  • An existing, functional, and stable internet connection that may be used by 3C-BEACH to transmit data in real time  
  • Willing to delay retrofits until baseline monitoring is complete  
  • Agree to reasonable notice (48 hours) site access, utility billing data access, and occupant surveys.  
  • Renter/owner requirement is TBD as of 1/29/26.  
  • Retrofit selection: Homeowner confirms that one of the following retrofit packages has been approved through the 3C-REN HES program:  
  • Replacement of natural gas furnace with a heat pump, with or without envelope improvements  
  • Replacement of natural gas water heater with a heat pump water heater  
  • Replacement of natural gas stove with electric/induction cooking  
  • Replacement of natural gas clothes dryer with an electric clothes dryer   
  • Full electrification via all of the above retrofits, with or without envelope improvements  
  • Must have sufficient electrical capacity to support electrification measures  
  • Panel upgrades are not allowed under the study  
  • At least 12 consecutive months of energy usage data are available  
  • Passes program data sufficiency/baseline model screening  

 

If prior IOU program participation: last measure install must be >12 months ago  

Participants must select one of the following retrofit measure combinations offered by the program. During the screening process, the 3C-BEACH team will assess your interest and eligibility for each option. All require replacing existing, functional natural gas equipment: 

  • Replace a natural gas furnace with a heat pump, with or without home envelope improvements 
  • Replace a natural gas water heater with a heat pump water heater (HPWH) 
  • Replace a natural gas stove with an electric or induction cooktop 
  • Replace a natural gas clothes dryer with an electric dryer 
  • Full electrification, including all of the above retrofits, with or without home envelope improvements 

 

To be eligible for these measures, all-natural gas equipment being replaced, as well as the new retrofit equipment (heat pump water heater, air handler, electric/induction cooking range, and electric dryer), must be located within the conditioned space of the home. Additionally, the existing electrical panel must have sufficient capacity to support the new equipment.

This grant is administered by the California Energy Commission (CEC) and is funded by the Electric Program Investment Charge (EPIC), an electricity ratepayer surcharge authorized by the California Public Utilities Commission (CPUC). The final sample of test sites must include at least 51% located in disadvantaged and/or low-income communities and a minimum of 10% located near once-through-cooling (OTC) power plants. 

3C-BEACH serves single-family homes across San Luis Obispo, Santa Barbara, and Ventura Counties.
