Energy Efficiency and Electrification
Tri-County Regional Energy Network (3C-REN)
The Tri-County Regional Energy Network (3C-REN) is a partnership between the Counties of San Luis Obispo, Santa Barbara and Ventura established to deliver energy-saving programs and industry trainings that help reduce energy use, strengthen local job markets, and support efforts to achieve climate goals.
For households, 3C-REN offers direct energy saving opportunities, with an emphasis on hard-to-reach and underserved communities.
For industry, 3C-REN offers capacity-building services including workforce training and technical code support. Serving both public and private sector professionals, 3C-REN responds to the needs of the local building industry.
The Switch is On
The Switch is On campaign was founded in 2019 by the Building Decarbonization Coalition (BDC) to educate everyone about the importance of home electrification.
BDC works to unite building industry stakeholders with energy providers, environmental organizations and local governments to power California’s homes and workspaces with clean energy.

Clean Power Alliance (CPA)
CPA provides clean electricity across Los Angeles and Ventura counties at competitive rates.
They give communities access to the power of choice, as well as green energy at competitive prices. Their local-first approach benefits communities on the ground-level: environmentally and economically. And because CPA is not-for-profit, their revenues are reinvested back into the communities we serve through programs and scholarships that benefit the people who need it most.
Ventura County Regional Energy Alliance (VCREA)
To establish Ventura County, its communities and neighboring regions as the leader in developing and implementing durable, sustainable energy initiatives that support sensible growth, healthy environment and economy, enhanced quality of life, and greater self-reliance for the region by:
- Reducing energy demand and increasing energy efficiency
- Advancing the use of clean, efficient and renewable local resources

Energy Action Plan
VCREA and Community Environmental Council, in partnership with the cities of Ventura, Moorpark, and Thousand Oaks, have prepared city-specific Energy Action Plans.
In California, approximately 1/3 of greenhouse gas (GHG) emissions are generated from electricity production. The cities of Ventura, Moorpark, and Thousand Oaks recognize the importance of reducing the community’s energy consumption and associated GHG emissions; as well as increasing energy efficiency, shifting to renewable energy sources, and electrifying both transportation and natural gas-powered processes (heating, etc.) to increase economic development and improve the health and resiliency of the community. Therefore, the cities of Ventura, Moorpark, and Thousand Oaks are creating Energy Action Plans (EAPs) to help plan for a sustainable and resilient future for their communities and the Ventura County region.
